The official site says 30th November. Kent FA site says 17th October.
I thought I heard an announcement on Saturday that it was 17th.
I'm not sure how much control the webmaster has regarding the fixtures page since I believe much of it is propagated from a centralised database. Remember the posts about the kick off times for the Farnborough and Thurrock games where he explained the situation.
The 30th November was the default date by which the 2nd round games should have been completed.
