Only if Dartford dont get promoted via playoffs. I think we would then get Dulwich. However there is always a possibility of no away fans for a while.

If away fans turned up without colours on and the crowd limit had not been reached there would be no way of knowing.
Those would be the sort of rules drawn up by someone with no direct experience on the ground... the sort of thing becoming more prevalent all round...
Why would any club turn away anyone if their limit had not been reached?
