I could be wrong here, but in previous years didn't the police need 10 days warning to sort out replays or postponed matches? That crazy rule seems to have been ignored in the last round, with 3 games happening 3/4 days after the initial postponement

Yes. That was one of the excuses for stopping as many replays as needed to get a result. I also noticed that the requirement appears to be a thing of the past now even though police numbers have been cut significantly since then.
