Was Doug injured, not risked, or did his parent club (Exeter City) refuse to let him play in the Cup? Seeing as the Grecians got knocked out today, surely they can let Doug play in the next round?
Well, if Exeter does give the go-ahead we need it to be in writing and lodged with the FA in good time before the next round - several clubs have fallen foul of this ruling.
