Would this Premier Division club be able to do this for a contracted player outside the "Transfer Window"?

 I thought if a player is under 23 then club is entitled to a fee for development. Just wondering if both players are on contract with us or if still registered with the academy.

 It would appear that both did. It probably depends on the terms of the contracts and whether there were any 'get out' clauses under certain circumstances.

The article says they have committed to the club and have been registered for the first team squad.

It doesn't say they signed a contract. So may have been on non-contract terms. Who knows!
