 It seems strange that eight are signed up, but only one announced. I doubt that all of the other seven are contracted at other clubs until 30th June.

 I think the implication is that the budget is higher than what it would have been without the new investment. I don't think anyone can be too surprised to hear that there has been a reduction in budget - even if it was already low to begin with.
