From what I can make of it: 2.37 England awarded 5 penalty runs after umpires decide there had been ball tampering. 2.39 protest made to match referees by Pakistan coach. 3.45 Tea was taken early due to bad light. 4.43 England and the umpires returned to the pitch. some time between 4.43 and 4.57 Pakistan were strongly advised to come out. 4.57 The bails are removed. 5.24 Pakistan return to the pitch but the umpires don't. 5.34 Pakistan return to the dressing room. 6.11 Crowd told there will be no further play. 6.21 The ECB makes an official statement saying that meetings will be held immediately to determine whether play will continue today. 10.12 The ECB, announces that the match is overland England have won the series 3-0.
My take on the matter is that if Pakistan were going to protest they should have left the field when the penalty runs were awarded and demanded an inspection of the suspect ball (which is no doubt what their coach demanded.) They would have been advised to return to the pitch and that failure to do so would result in their forfeiting the match at which point they should have returned to the pitch protest made and complaint lodged.
Alternatively they could have made everybody wait 5 minutes before returning to the pitch after tea.
The bottom line surely has to be that umpires, like referees in our game, make decisions during matches and that such decisions have to be final in the context of the match or there is no point in their officiating. If, as in this case, there is concern as to the umpires motives (and there is history between umpire Hair and the Pakistan side) this should be the subject of an official complaint as to his conduct and fitness to continue as an international umpire.

Correct decision by Hare, also backed up by the other umpire.
Just because he stands up to cheats and whingers, Muri did chuck it so how was his wrong there, and If he is sure they were tampering then he acted properly. The fact the Pakistanis declined to come out on the pitch which led to Hare deciding that they had forfeited should not be forgotton.
Then they had comical ali speak to sky and avoid mikey's questions of why FOR a second time did they decline to take the field.
Correct decision in my opinion, you cant have players dictating to umpires who uphold/upheld the laws of the game correctly.
